The Kwikset 664 Series Conversion Kit is specifically designed to be used with the 663 one-sided deadbolt when the cross bore hole has been drilled completely through the door. The 664 and 663 are specifically designed for rental property and to protect tenants from someone gaining access with a key. If the tenant is home and has the 663 deadbolt locked, there is no way for anyone to gain access with a key (there is no cylinder on the exterior side).
